I am bit emotional while writing this sentence of thanks to the railways for having given me a chance to mend and improve my personal abilities and capacities as a railway staff and as a responsible citizen and moreover as a civilized human being with ideal moral values. I must utilize this opportunity to thank the God for achieving this fete and I pray the god to help me in all my endeavors to improve further for hale and healthy society and self and my family. I thank the god for having guided me all through those trying and chaotic periods of life. Though I could not avail all the riches of life as others do, I have one great satisfaction than the others that I have always served true to the integrity and development of the railways which appointed me in railways in 1981/82. In that, I believe, I have won the hearts of the god. Though I could not execute every one of my wishes towards the integrity of railways, I have but the greatest satisfaction that I have attempted all the times for achieving them despite risking even my railway service.

There are two reasons, why I send this letter directly to you rather than sending it to the CWM, my controlling officer in Loco Works. I have no other options other than this channel.

  1. None of my complaint letters, requests have been positively meted out by the various administrations in loco works in the past intentionally.


  1. Even if they permit me to send any letter written by me, they do a lot of corrections in each paragraph. That is, they do not allow me to send any letter on my own
I have decided to leave the railways many times in the past. Though the reasons for my willing to leave the railways were at the instances of certain inadequacies prevailed in administration, I have not sought for any legal solutions for my struggle against the motivated injustice rendered by erstwhile administrations. Inefficiency is the biggest corruption in government agencies than any other corruptions. Inefficiency of an administration crops up mainly from misconceived notions acquired from the outer society. Social and cultural background of an individual plays vital roll for administrative lapses. Above all, psychical health beside physical health of both the staff and officer plays a vital roll for hale and healthy environment of any establishment. This inefficiency prevails at every level in the whole railways which is so due to lack of special tools to deal with.

Tools I mean, special ways to deal with both extraordinary and existential problems faced by each staff in railways because a large and fatal gap has been always there between staff and administration. The trade unions and associations are divided against each or self motivated. They are waging - whether it is of imaginary or real causes - struggling for survival. That is all they can do and they cannot go beyond the barriers set by their own policies to serve for a common purpose. Hence their energies are locked and limited. This is vouched for from the discussion with Muzdoor and SRES on setting a forum, a neutral liaison agency within the administrative vestiges in which nominated members from all unions and associations can take part. SRES (when being a recognized trade union) neither recognized my suggestions nor listened to what I had been fighting for. But Muzdoor union had always been sincere and open in their attitudes as far as my knowledge and experience concerns until I gave my request for Voluntary Retirement in June, 2010. The motherly attitude they offered me when I attempted felo de se due to a behavioral collapse was something which I cannot put into words. Yet, they have been infeasible in scientifically solving the problems and are yet to evolve in this. Don’t presume from the foregoing statements that I flatter muzdoor union for any gains. Infact, they became too unbearable in many instances to get rid off me ununderstanding a fact that I am struggling against inefficient system in the general perspectives.

What am I struggling for? What are my demands that I had put forth in the past? What qualifications do I have to fight against the administrative flaws?

To all these questions, I have one answer. I raised my voice (of course, much in writing letters to administration either as appeal or as complaints) when ever my official occupation was and is directly affected by this characteristic inefficiency of the administrative capacities of the entire system. That is the precise answer and the truth for whatsoever the question that may crop up.

Mass psychology works. Wonderfully works. And at the same time it draws the person to either a crest or to an ebb depending on how the mass regards him. This was the way some how eminent cine actors emerged as ruling powers. Whether it is India or abroad, it holds scientifically true. You know the reason why it is so. The formula for rising high lies not only in building up one’s image one needs to rise but mainly lies in preserving it. I had inherited these inborn qualities. But due to horrible epilepsy and post epileptic disorders beside polio, I didn’t prefer to rise high beyond certain levels.

I brief hereunder how the administrations in loco works have resorted to curtail my efforts for acquiring basic rights over the last thirty years of my service. I request your goodself to keep one thing in mind. I am bringing all the stories of my suffrage under over all inefficient system, not because of any personal gains. By referring to the names of officials, I don’t wish them be punished. But they have moral rights self analysis and mend their ways. Your office may differ in opinions on the issues I have narrated below. What I wish to emphasize in this memorandum is to benefit the railways on how overall development is effected when proper care has not been given to the employees on their just demands. Hence, wear a positive look in getting as much as good information for the railway administrations. In this letter, I have not included how I have been tried to be tamed by the administrations or pro administrative agencies by blackmailing. Blackmailing means threatening me to go submissive or spoil the innocent people around me. People around me are too innocent to be corrected. When they are at our full vestiges we have authority to correct them. But how can I expect other colleagues should listen to what I say. Many people inside workshop are living in total ‘magical rose gardens over horizons’. This is what called living in makeshift world what Sri.G.R.K.Raju, the CWM/LW had mentioned in infamous speaking order that I was living in makeshift world. Now people around me have started to live in makeshift worlds and one day this habit of living in makeshift world will end in total conflict. This suits to even all the societies of the world.



Official castration

I was ‘brought up’ by sincere supervisors in railways during my initial period of service. And hence my attachment grew with them intimately so that I had been able to learn and adopt some behavioral characteristics, not though much, blended with my own. Those supervisors were too good like any other railway men. During the first four years of my service period, there were good officers like Sri. Madhavarao, Sri.Sridharaiah and supervisors like Sri. V.S.Subramaniam, Sri. C.S.Kumaraguru, Sri.B.Chandrasekaran etc., who had frequently motivated me to learn good virtues in storekeeping.Despite my severe epileptic problems my spirit in working had not diminished. By reading a lot of good books and watching good movies I tried hard to maintain my inner spirit to meet with the social demands.

The efficiency shown by the out gone supervisors at work was absent at later periods which made me much disappointment and frustrated. I had to be much careful as I was still in managing shop custody store. The successive supervisor was weak both in health and administrative capacities which left me in chaotic condition as none of my fellow staff had become inanimate in work. May be their ego were too hurt due to the name I had earned through hard work and sincerity. More than two years had rolled by. My health further weakened. My continual complaints on the non working fellow staff have all gone in vain.

Two decades ago there were constant vigilance checks, accounts check and audit checks frequented at shop sides. By this time, one day I had received an NS Item, namely ‘plastic welding rod’ from outside purchase. There was a variation in physical quantity to the one written in the Delivery challan. Since I had never compromised on the quantity of material received at the stores, I refused to enter it in daily log book. But I was indirectly but subtly compelled to do so. So far, no unions had afforded me any help and I too never had serious problems to approach them. They were either ‘too careful’ or had abhorrence with me as I was stamped as ‘management supporter’ by their ignorant attitudes. To speak openly, I always had tough time with the insincere fellow clerical staff and the associations and the unions they belonged to. And I had to take a decision now. Therefore, out of total disappointment and due to the desperate situation, I wrote an infamous letter to CWM stating all the nature of problems beside this corruption mentioned above. I had to include the corruption charge though I have always considered inefficiency is the biggest corruption, yet the world considers financial corruption as the big one. Perspectives vary. So do the reactions. And alas! All the staff who had sympathy with me tumbled with fear of the consequences that would rise up out of this letter. The mass psychology worked against my psychical nature which resulted in depressive behavior. Everyone, though frequently confronted with me in official transactions, loved me much. Hence, the total mass fear for impending reaction from the administration worked against my instinctual spirits thus I had to face a severe fall personality wise soon in the later years.

The Dy.CME /LW sent me a sealed letter calling for evidences of corruption. I was irritated at this for two reasons. Firstly my letter had sufficient information on what was sought by the administration. It is not my duty to look into if there were any corruption. It is part of the duty of the administration. The management had given importance to only financial corruption thus comfortably ignored inefficiency as a corruption. Secondly, the Dy.CME might have called me to discuss things and should have solved so as to relieve me of pains. He was (is the present CWM in Loco Works) a good man; I don’t know if he got irritation at seeing my letter of complaint. But railways need men of not only good virtues but needs something more. Good men should be at schools or in politics but not in administrative capacities. To be an administrator one needs to be good as well as intelligent enough to solve the problems then and there. Lest, the unattended problem would invite a lot of complications in the future.


This is how inefficiency and lack of managerial skills murders the real integrators in railways and in many central government establishments. Private sectors wear magnifying glasses to identify the problems and solve them at once. But we in railways, despite high salary, never care for safe development of both the railways and the individuals who toil for it. We rather breed them ignoring the detrimental future developments.


I was half killed by then as the administration is entirely interested in seeking information on financial corruptions. The effect of post epileptic disorder increased which resulted in a personal accident that led me to unfruitful suicide attempt. To put a full stop to a major social conflict in my residential area that was impending to burst any time was averted out of this suicide attempt. It was a perfectly premeditated attempt. Yet, I failed as I did in all my endeavors in my personal life. But gods thought different. Gods of all religions saved me from the perils that would crop up if I was dead. I came alive after because I never hated any religions, castes & nationals. And as per my conscience, I had to marry the women to whom I had proposed before my suicide attempt. Now my daughter is aged 14 years and studying in a local school.

I rejoined duty after a sick period about three months. After some period, I was transferred to M & PR Shops and I was again assigned store related work which was lesser than one or two hour work a day. Rest of the day, I was alone in the store doing no work at all. Being idle increased my worries and the aftermath shocks of suicide. So I had demanded proper fulltime work which was never meted out. After months long struggle, I was given rate fixing work for a brief time and that job too was grabbed back by rate fixers stating it was not a clerical job. In agitation, I told my SSE that I would be absent if work was not allotted to me. The situation continued and at last I was forced to be absent in second periods when there were no work.

This needs to be explained further because the attitude of the administration is neither passive nor active towards me. Without work, I could not continue to be in railways. Idling is stealing government money besides a slow death. Moreover lakhs of worth materials procured for RSP were scattered on the floor stagnated with rain water. After much complaining, one day, Dy.CME, Sri. Kannappan visited to the stores and advised the SSE for arranging racks. That’s all. After no action taken, I lodged complaint with the SSE who was quite passive and totally ignored my pleas. And another day, Dy.CM summoned me to his room and fired (of course, he fired only himself).

Sir, I seek no company to go to war with injustice because fatality would be reduced to one. Also, to seek support from the unions is far behind as they were still in evolving. I am not criticizing them. It was the way they have been led, bred or cultured so far. So getting help from them to get my official problems solved was uneasier one. Followed Dy’s firing, I was removed from the service by Dy.CME with a speaking order as “I was living in makeshift world”. If fighting for rights is termed as living in makeshift world, it is against the constitutional and human rights, labour rights and of course, against the law of nature. And I wish to be alive for ever in such world as it is constitutional and righteous to my conscience. Another similar remark in the speaking order was ‘unbecoming of railway men’. His misconceived notions lead to issue the above said inconsistent remarks. Realities were that I demanded proper work allotment.

And as usual I decided to wage the war alone and appealed against removal which was turned down. When appealed to CPO/MAS, he directed me to CWE/MAS who in turn conducted inquiry which comprised a lot of questions which I wasn’t sure in what way they were related to the problem in hand, and confused at the pattern of questions asked, I, at the end of inquiry humbly requested him for settlement whether 10,000/- or 15,000/- at the earliest so that I would leave railways.

I was reinstated in 2004 in NS section because I had sought for the job in my appeal with reduction in pay three years as penalty. The penalty seized in 2007. Since then, I have worked honestly true to my conscience and on par with the Indian constitution. Every one of my supervising official including the accounts have been very much satisfied with me in my work execution.
By this time a staff namely, Sri. Senthilkumar was behaving with erratic behavior. He was behaving so because of some fear brooding in his mind. He was a menace to some officers, trade union and to me also. In fact, he could have been saved from his downfall if he had been counseled in prior hand. Due to administrative inadequacies, he was continuing with erratic behavior and was removed from service. So a thought had come to my mind if there was a forum consisting members of all communities, psychiatric consultants, trade unions then the case like the said one could be solved very easily in favour of both the employee and the administration.

Bereft at the methods of castration employed throughout my service by the administration, I suggested a forum that can fill the prevailing large gap between staff and administration and handed it to Sri. Gajarajan, the then Dy.CME. After nearly a period of two months, he called me and told that he didn’t read my letter. I was confused why he should call me and tell he didn’t read the letter? I didn’t know why.

The castration techniques will not cease, if I continue in the service, I strongly believe. But what I think was different. I wanted to go on V.R because none of my problems were ever solved even after castrated speaking orders issued. I know why it has been so. I have been killed several times by this administration for raising voice against injustice. Unions are mere masses inside the workshop. They can only save an erring staff. That is all they can do and cannot do anything beyond it for their development or solve problems in vital areas like psychological counseling for absentees etc.,

It should be remembered well at this juncture that all the castration philosophies of the administration has turned against the employees who spoke either in my favor or against me. They unfortunately forgot one law of nature that they should have spoken for the interests of the railways rather than the administration. Administration is nothing but few officers who are guided by people with no exact or no knowledge at all of things. No man is perfect in mental health, opinions and his views. If an officer sought for information on an erring employee, his trusted lieutenant would give only his views how far ever the truth is distracted from reality. The erstwhile CWM had remarked that “I am against the system”. Yes. I am against the unjust system that could not have the basic idea what the staff need.

Quarters and transfer atrocities

The administrations have always had the intentions for revenge against me. The cruel way it adopted is allotting quarters. I had registered for quarters in 1982. But the quarters was allotted to me a week before the removal. That is, 18 years after I had registered for quarters. The officials holding quarters port folio might knew that I would soon be removed from service.



Transfer to 9.30 hrs office timings were denied when I was dastardly needed as I was suffering from severe epileptical disorders.
And I have fought for work related rights which have been undemocratically denied to me in the past though I was neglected the benefits like quarters I lost in the past. You have now to take your right decision by permitting me to go on voluntary retirement. If the present system is correct and ideal why my integrity towards the railways have always been at the stake? But what ever the facts are, I have always been kind, polite and sincere to one and all, whether it is an officer or a khalasi. This has been so not for survival in railways. It is born in my blood to be considerate with fellow beings.

The speaking orders
None of the speaking orders contained realism and none of my judicious complaints were meted out.
For an example, a WM of carriage works almost chased me down the stage where Railway Week celebration was conducted in 2010 in Perambur new hall. I made a complaint with the administration stating. What had happened? I have not been let known what happened to my complaint. My complaint has been written with judicious charges and had narrated with every detail. It is not only insult on me. It is an insult on Loco Works. He is an officer, and hence, he has been spared. Shall I consider so? Do you think the administration would be quiet when after all an employee criticized the behavioral manners of an officer? Do you know what the administration did in return to revenge me back? I cannot reveal it. Because it has been involving a female staff. The administration had employed this staff to insult the same way as the WM had done earlier. In this regard, the
What are the fake administrators?

Some time administrations vary. When the real administration is not able to know, anti social elements take advantage of the sleepy administrations and spoil everything under the name of real administration. The fooled is the real administration.

  1. Fake administrators are trade unions, community associations, religious bodies, casteists and other moral idiots who infiltrate in the administration simply when they are weak or too good. The CWM/LW has intention to do good to me. But he doesn’t know he is under the clasp of the same misconceptions and ruled by wrong ideologies. A misconceived person can only do harm to the society and harm his ownself. He wanted to bring me up to ‘lime light’. No. he can’t do that as I have already been 49 and I have already have the intention to leave the railways. How else can he do good to me rather than serving to the need of the workshop?
  2. The trade unions: Every union in loco works is trying to help me but by adopting curious methods which are inexplicable and ununderstandable to me. Why?
  3. Communities: I have all friends in all communities. Every community likes me much. Yet I have been sensitively assaulted four times during the last one and half years by four different communities. Why?
  4. Society: I have great ideas for rural educational developments and had even begun the work last year in spite of neglecting my own family.


These are the chief fake administrators besides ignorant real administrations who are diverting my life’s development. They do not know exactly what I want. For the last one and half years I want my fixation done, MACP given and four months pay be given. Will these fake administrators be ready to persuade the administration to get what I want?
  1. Alarming situation in loco works

When I was reinstated in 2004, I was decisive in avoiding any kind of dispute with the administration, and as a token of notion I told a colleague that ‘I don’t have ego. And I can do anything to prove that I don’t have egoI want to work peacefully’. This is neither a compromise nor surrender; after all we all collectively work for railways and not to any individual employees. But some morally unsound staff mistook it for some bizarre ideas. I sensed the danger of being mistaken only last May, 2010. I wanted immediately to get out off the railways because I have been wrongly understood both inside and outside railways. I cannot accept the way the society treated my best efforts taken for the society in educating the school students through freely distributed books on science.
But our personnel branch in Loco Works. Sri. G.R.K Raju, the erstwhile, CWM/LW had said that I was living in makeshift world. But alas, the number of people living in makeshift worlds has reached is alarming. This includes officers, employees etc. Even Dy.CME is no exception. This behavioral change may become unusual and dangerous. A timely action is needed to stop the people from become hysteric. That is why, I had to write this long letter to picturise exact situation for you so that you would take immediate action to prevent any untoward incident.

  1. Another staff says he has become an officer. I asked, “what? when did you become an officer?” He said that I too had become an officer. Shocked I asked him “what? When did I become an officer? The perplexed staff said what made me shocked throughout the day. He said, “We both have become officers”.

  1. These are all trivial. But I am much confused when I entered the workshop on Friday to attend an SJAB function, an RPF at my right afforded to salute me. I turned to my left so as to save his honor. An RPF salutes a ministerial staff! This is something dangerous. That is why I write this letter. I think either I must be in a makeshift world or the others should be. You have to decide it whose world is righteous?

I don’t know whose world is right; mine or these people’s? Let anyone practically live in their worlds. I don’t mind. But that should not bother the course of integrity in railways. Oh my gods in heaven! Save Loco Works! I might have asked for a transfer to carriage works. But I think it’s too late. I have to go now as I have much ambition for developing rural education. Hence permit me to leave railways on voluntary retirement.

People live with many unnatural beliefs. They do not even know they possess such ideas. When I was a small boy of 8 years old, my elder brother revealed a bizarre idea that we are living inside the earth. I was shocked and tried to enlighten him through several methods. I do not know if he had ever changed his ideas. But the reality is different. I may have, too, such ideas. But I am not able to identify any. Social, cultural and religious backgrounds mend people’s ways of thinking. Opinions are allowed in democratic country but not to change the course of life of an individual. Some people expose their ignorant opinions and some others do not. For example, Sri. Raveendran, an able Dy.CME who always trust me in my official capacities, asks questions of vague nature. I understand only very lately that he has conceived a wrong notion that I am the head of DREU in loco works which certainly might have irritated the real head person, Sri.Paul.Gigony. Sri.Paul.Gigony doesn’t even turn his head towards me from yesterday.

Put them all aside. I do not know what my chief has in his mind. He had told my colleagues at egmore railway station, on the day of flagging off of heritage steam loco that he wanted to bring me to lime light. Previously he had asked me to write a précis on a note. I had mailed the précis with neatly mentioned as ‘English translation’. He showed me the booklet released on the day of flagging off which I shocked and even frightened. Because he had made a lot of correction in the précis and made a complete mess of it and had even marked it as a poem on the booklet. Oh my god! He had not only tarnished my image as a poet but the loco works’ image as well.

One day, three months ago, my boss told me “come regular to duty, let’s see afterwards”. I have started to avoid seeing him ever since he made me this remark. I am not able to understand what had made him to come to such conclusion. I have been regular to duty ever since I was reinstated in 2004. I am still in confusion if somebody had fed him with any wrong news.

I humbly beg you to set up a permanent forum to solve the staff’s unusual mental conflicts due to century old administrative styles. Conduct a special enquiry to find out the mental health of people. This would avert any untoward incident in Loco Works in the future.
  1. Administrative assault

  1. I don’t know why personnel branch has been waging a funny war on me. PB has not done ‘fixation’ for me for the last three years. I am still due with MACP and its arrears. A four month arrears in pay due to belated revoke of punishment by a ‘sleepy swimmer’ has been still due since 2007. All my efforts have failed to materialize early payment. I approached Dy.CME (this was the first time in my whole service I approached an officer for a personal favour) and told the atrocious attitudes of PB. He tried twice but in vain. Do something as the situation in PB is dangerous both to me and the employees.
  2. Many SSEs in loco works do not possess either knowledge or devotion to their work port folios. They are the greatest headache for both themselves and to the railways. One SSE even attempted to assault when I approached him for an audit para remark. Hitler had bunkers. Saddam had underground cellar. Qadafi had drainage pipe. Please advice me where I should hide myself? If you don’t know, please permit me to go on voluntary Retirement find a better place for me from where I can hide myself and revenge the people who spoil both the nation and the railways.
  3. Speaking orders have profound effect on the course of both employees and the system. I have my own personal experience. None of the speaking orders written against me have been realistic in the past. They tried to say only one thing that I have been always an erring staff. By writing such speaking orders both the system and my self have had to succumb to the menace of illogical conclusion due to the ‘strange speaking orders’.
  4. Will you suggest that I should go to court for each and every unsolvable problem in loco works? If I produce the list of my demands you would even dismiss all the officers so far worked in Loco Works for the way the judicious demands were turned down.

My chief demands

  1. Set up a forum in each workshop drawing seasoned members from all the associations and trade unions to work as a collective unit for liaisoning between the managements and the managed ones.
  2. This forum can work under in cases such as mine or staff affected psychologically due to over work or other environmental causes. This forum can work under a specially trained psychiatric unit available in medical branch.
  3. The forum, if set up, will work autonomous, that is neutral body working for the development of all individual and the railways.
  4. My thirty year war is over against the managerial flaws. During this war, I hadn’t intentionally hurt anyone. Perhaps people might have hurt themselves due to their misconceptions, underestimation and ignorant attitudes they had in frontages of life itself. I had only one thing in my mind. Why there is no proper management in spite of all the riches we had in Loco Works?
  5. Post sufficient number of trained staff in computer centre for better modernization. What is important is one of the main causes why I happened to write this letter. Computer section had unleashed a total intimidation against all the staff including the chiefs of loco works in the past. I personally handed over a letter on 16.08.2007 to the CWM for equipping computer centre with necessary softwares had explained in it the intimidating way the computer cell treated the officers and the other staff. Sri.Hari I am referring to in this letter was utilizing his board level influences and trade union level wrongly against the interests of the railways. I too had a larger support outside railways and I had never tried to resort to any kind of involvement of those influences in solving my problems. My means of waging war is making the others realize and understand the realities. I think, I have utterly failed in dealing with the staff in computer centre and the inactive administration. After a four year of licking the wounds of being intimidation, suddenly I was approached by the DREU. I was curious why these (communists I usually stay away for their logical support to China) people approach me for membership. I wanted to utilize this opportunity to solve the problems faced by computerization of loco works. They, after enrolling me, asked me to advise them of any problems so that they could help me in time. I explained what the loco works needed for better computerization. Prior to this I had prepared a list of questions, to ask under RTI, as it is a new tool that can be used to prevent misappropriation in all levels of management. But I didn’t go further thinking what would be the better way to get what we want. Due to railway week and other audit work, I could not do that immediately. Hence, after a careful scrutiny for a month, I submitted the list of questions to the DREU. And there started the problem. What problem?
Sir, You should know one thing. I am a nationalist with no attachment to any political parties. I admire all political parties when ever they do good to the nation and humanity. And I criticize hardly on those political parties who are atrocious towards humanity and nation. I will speak on the good the governments do or criticize the bad they do. I am an ordinary citizen and it is my constitutional rights. But, it should be remembered that I have done this in simple chatting with family members and others not on the stages or so. I have not indulged in any actions against the government except wearing black flag in shirt during those periods of human rights violations unleashed on the innocent Tamils in Srilanka. As I a government staff I had known that I could not go beyond it. These ruling political parties once tried to contain me 18 years ago which I have briefed all over this letter, they used the same methods (same political party is in power now) they adopt on me as I had started righteous on the administration through demanding facts through RTI. The mastermind agencies which do this atrocity on me are none other than governments. The intelligence agencies use its influences to quell the employees, citizens who rise against the general administrations through unleashing psychological warfare. In my case, the intelligence agencies always use innocent people who ever come in contact with me. I have long experiences of being tracked by such agencies as if I am a national enemy. My cell phones tapped, PCs at home hijacked. But I never cared because I am million times more nationalist than those agencies, political parties. Do you know, Sir, why innocent people are used against me? Because I have a strong sense of love for the youths whom I have always considered the guardians of future India. If they are used against me, I would surrender by being tamed to the administration. Good! I can be so, if the administration is doing good to the loco works and to me. They know I will not surrender to alien forces that rise against the justice and humanity. Hence please set up a forum where one can get solutions if they could not solve themselves. If such forum is available, I wouldn’t have needed to write a long letter like this.
  1. Correct the people! Make them understand the realities instead of punishing them! Ignorance and misconception are the chief enemies of these people around me and always they are easily susceptible to the hungry clasp of the said enemies and fall. Hence kindly set up a forum where one can get solutions if they could not solve themselves.

  1. You might ask why I could not go to court or make complain with higher officers. Good! That would be a bad question as far as my wisdom concerns because I must go to railway board level influence to fight against the intimidation unleashed by computer cell in loco works or wait for years to get permission to go to court and again, I would have to wait for three or more years to wait for justice within which loco works may even change to unrecognisable shape! Why should I influence national level influences to solve trivial problems in loco works? Why should I wait so long merely under darkness of ignorance by administration? Why should I go to court and making mess of all the judges’ brains to find solution to trivial issues, when we have all riches to solve our problems ourselves?

  1. There is a lot of pending payments to me from Personnel branch for the last four years. I request your good office to advice the personnel branch to settle the dues. I have been long waiting for the fixation and other said payments so as to resubmit my Voluntary Application again or you may consider this memorandum as a voluntary application and finalize the said payments early as I am eager to start a magazine for rural students as a service to the nation.
  2. Until the finalization of above said payments I request your good offices to kindly transfer me either to GW Shop office or to S&T Offices/Perambur.

DEMAND FOR A FORUM FOR WORKSHOPS IN INDIAN RAILWAY

What an omnipotent forum can do for us?

Constituency of the forum:

                The forum consists of two members from each community based associations and recognized/ unrecognized trade unions so as to work in coordination with the respective bodies and the forum. This forum is to function along with an officer, a senior supervisory staff and a senior ministerial staff. Stores department can offer a member to join this forum. Number of members cannot exceed ten and each has their own assignment of work. No members can continue to hold any responsibilities in their associations and trade unions from which they are selected from. The associations and trade unions can recommend each ten names of their members from which two members are selected. Once enrolled the member can no longer function as a member of their mother association or trade union. It is the call of present for establishing a forum as the administrations in government sector is dormant in solving issues related to healthy development of humane qualities among staff.

Purpose of the forum:

1. Since the forum is purported to solve issues arising out due to common confusions in intra personnel relationships, the forum will have to consist of a psychiatric counselor from railway medical branch. As the forum may have to deal with cases that crop up due to the steady increase in the number of women staff, the forum must inevitably consist of such medical branch support in order to maintain disciplined conduct of male staff against the women staff and the vice versa. Therefore a legal consultancy can be obtained from staff who are qualified with legal education and experiences.
2. The forum we talk about here is an administrative wing with autonomous powers to intervene issues that hamper the work flow or inefficient functioning of administration itself.
3. Since intra administrative sections consume much time in executing abnormal delay in normal works such as arrear of wages, increment, arrears, loans, computerization, accomplishing safety facilities to staff etc., the forum can function a boosting body so as to eliminate the hurdles that hamper the easy work flow.
4. When there arises an altercation between administrative wings, this forum can intervene in such issue and gets the problem solved thus avoiding much time lapse.
5. The forum can convene thrice in a week and discusses action for the next day. All activities are recorded and a separate cabin may be allotted for its purpose. All records, including the medical reports of the employee are to be preserved are to be treated confidential. Medical branch and the forum head have the authority and responsibility to maintain the secrecy of the documents.
6. Any staff including officers working inside Loco Works can make lodge complaints with this forum. Even members of staff family can lodge complaints on the staff erring in family level outside work premises. This is possible as the forum consists of medical, legal counselors.
7. Supervisory staff can suggest names of staff to the forum who need psychological, managerial counseling trough which the real problem that broods the staff mind can be learnt, studied and get enlightened. Both the management and the staff are benefitted.
8. Any possible rift between trade unions or other social and communal associations can be referred to this body.
9. Any misunderstanding between staff can be brought to this body so as to get immediate solution in order to quell the bothersome aftermath effects.
10. The forum can suggest head quarters the just demands of staff with recommendations from the competent authority.

The other cultural benefits of the forum

                This forum is not an equivalent or substitute for trade unions or existing welfare cell as this body possesses more authority in promoting intra personnel skills and furthering the developmental process of workshop because it is a unified force of veritable social and labor factors in workshop. It reduces fatigue in persuading the working units of the workshop and its offices for optimum output. Moreover, this forum can serve the essential filling of the big gap in the prevailing system of management and the managed ones. The forum can serve effectively where trade unions cannot independently take decisions; the forum can brilliantly manage in the areas where management is hesitant or ineffective in solving issues headache to the whole system of discipline.   In all, the forum is the timely need of the system where cultural decay is in advent and the social responsibilities has started to fade in some individuals who are the pillars of the railway workshops. Dear comrades, if you want to preserve the cultural values of those staff, worried about the integrity of this workshop and be sincere in improving the present system in to a flawless one, then, I recommend this forum is the only choice than anything. Consider it as it is the only way for a brilliant and dynamic railway workshop. I suggested this forum in 2006 to the administration when I happened to watch an employee, namely Sri.K.Senthilkumar slowly corrupted himself out of fears of job insecurity and got ousted out from the job. No one was ever able to identify the real cause of his strange behavior. 

Lack of improving common morality among staff

I have several other judicious reasons why this forum is to be introduced so as to preserve the ethical intelligence of the workshop staff. I cannot identify the individuals for their sake who were corrupted due to the absence of instrumental body such as this forum. Remember, targeted individuals are always hapless and uncared ones. Your son or daughter may be the next one. We need a forum to take care of those at least for the sake of our own daughters and sons.  There aren’t any body who can nurture and boost their morality so as to make them to work efficiently and live peacefully. Do consider this forum now, name it anyway you desire, reorder it anyway it can suit to the requirements of judicious and decent standards of living environment both inside and outside workshop.  Within a year, this workshop can achieve a common goal for honorable and safe working.  We need a forum where we can get judicious solutions for our genuine problems!
